How can you lower the ping of MOHAA? Is there an anti-cheat program i could rather use??

I moved your post because I didn't want it to get off topic with where you posted.
Anywho to answer your question.
Ping is determined on several factors. Could you tell us what kind of internet connection you are using?

For starters I recommend DSL or Cable. If you have anything faster, more props to you. If you're using dialup, you're actually very limited with the ping you get.

On a side note make sure that you don't have too many apps that are running in the background that may be feeding off your bandwidth. Things like any downloads, torrents, streaming, uploading files. These are all dependent on your bandwidth and will trigger performance.

Also when you join MOHAA servers look for servers with a Low Ping number. The lower the number the better the connection between your pc & the dedicated server.

Also make sure that your settings in MOHAA are all proper & correct. 1 more minor thing I recommend is to check your unnamedsoldier.cfg file, and confirm that you don't have something like snaps 0. Make sure it's set to its default setting snaps 20.

change the settings from whatever it is to lan helps, snaps 20, ur fps rate can help, fps 1 to see ur fps rate

isn't it better to set fps 999 ? fps 1 is red and unplayable?

setting fps 1 will show ur fps rate
com_maxfps is what ur thinking and yes higher is better here,

changing the com_maxfps back in forth can create a lag script so u can warp around corners and stuff, probably just confused by saying this

to completly unlock your fps cap simply type in:
com_maxfps 0
